Job Description

Summary

This job involves leading a team as a program analyst for the US Space Command, focusing on planning, budgeting, and improving military space operations within the Air Force.

Conditions of Employment (cont.) Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.

It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-03 or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector).

Examples of specialized experience includes In-depth knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to assigned mission area capabilities and requirements.

Expert knowledge of the mission, roles, functions, organizational structures, and operation of DOD Air Force organizations to provide command level staff guidance and or the Planning, Programming, Budgeting and Execution Process.

Skill to organize and lead study teams tasked to originate new ideas, projects and methodologies.

For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to assigned mission area capabilities and requirements.

Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Exercises supervisory personnel management responsibilities at least 25% of the time As SME applies background experience, analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problem and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area.
