Summary

This job involves leading a team to plan and execute Navy strategies for information operations, which means shaping how the military uses information in warfare to support fleet commands and major exercises.

Full Job Description

You will serve as a SUPERVISORY OPS RESEARCH ANALYST in the Naval Information Warfighting Development Center of NAVINFOWARDEVCEN NORFOLK.

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience acting as the subject matter expert (SME), leading NIWDC's effort to develop and implement the Navy's IO mission.

The incumbent is responsible for leading and managing the planning of strategic and operational IO/OIE plans and activities to meet Combatant Commanders, Chief of Naval Operations, Navy Component and Number Fleet Command Operational Plans (OPLANs)/Contingency Plans IO/OIE requirements.

Experience implementing OIE knowledge to lead and facilitate reviews of Combatant Commander (CCDR) Concept, Operational and Functional OIE plans and Fleet Commander/Naval Component Commander (NCC) supporting OIE plans and Annexes; and development of difficult, critical and novel special operations plans to satisfy CNO, DON, CCDR and NCC IO/OIE requirements.

Experience maintaining management and execution of the NIWDC OIE mission to include: leading the development (formal training, OJT, and mentorship) of a cadre of IO Surge Team (IOST) planners and SMEs, providing onsite and reach back OIE planning support to the Fleet; drafting higher headquarters OIE policy, guidance and instructions; development of Naval OIE training and military and civilian career development pipelines.

Experience administering management and oversight of all assigned programs and personnel assigned access in the performance of their duties.

Supervise a mix senior military and civilian workforce personnel - Officers, (O-3 to O-5) and Civilians (GS-12 to GS-14).

Experience developing N9 Directorate Program Objective Memorandum (POM) budget (manpower, training, and fiscal) and workforce management functions for the N9 Director, to include: briefings on capital/manpower investment plans, overall preparation of the directorate budget, developing the budget for OIE SME development (training, TAD, etc.) across the command/IW community, and fiscal year travel budgets to provide IO surge, reach back, exercise, wargame and real-world operations support to Fleet customers.

  • You will serve as the Deputy Director and Senior Operational Level of War (OLW) Planner for NIWDC Operations in the Information Environment (OIE) functions.
  • You will act as the incumbent responsible for managing, developing and executing strategic and OLW OIE plans and activities in support of Navy Component Command (NCC), Numbered Fleet Commands (NFC) and major Shore Commands.
  • You will perform duties in support of the commands through exercises, wargames, and operations.
