Full Job Description

Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Operations Manager.

You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duty Location: Clark County, Nevada Hoover Dam Field Division, Operations Office GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 grade level in Federal service.

Specialized Experience: Your resume must clearly reflect you possess one year of full time experience such as overseeing the operations and maintenance activities of a power producing facility.

This experience must include evaluating operations and planning the budget.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/13/2026. Major Duties:

This position serves as the Office Chief providing analysis and advice on the effectiveness of office program activities and serves as the manager for all field power and water activities including responsibility for the Supervisory Control and Data Acquisition (SCADA) system development and maintenance.

The primary duties of this position are: Develops immediate and long-range program plans, goals, objectives, and milestones for the field power and water activities including SCADA functions for the Lower Colorado Dams Office (LCDO).

Through subordinate supervisors, administers and oversees the development, implementation, and coordination of work activities and policies related to these programs.

Provides substantial management advisory services on assigned programs. Develops work plans, objectives, and priorities for program accomplishments.

Provides positive direction and guidance on administrative and technical determinations to ensure that work is accomplished within program and policy objectives.

Establishes criteria for measuring the effectiveness of the office's overall accomplishments in meeting established goals and objectives and takes positive action to correct deficiencies.

Evaluates employee/organizational productivity efficiency and costs for measurement and continuous improvement.

Identifies and implements new or improved business and management practices for application including methods for improving work processes and /or for integrating appropriate technology into the organization.
