This job is for a lead occupational therapist who oversees a team providing therapy to veterans in a hospital setting in Asheville, North Carolina, handling both hands-on patient care and managing the program's operations.

The Inpatient Occupational Therapy Supervisor is an experienced rehabilitation therapist who has clinical and administrative leadership that operates as the supervisor of a complex and comprehensive integrated clinical program in PM&RS in the Western North Carolina Medical Center, Asheville, NC.
Therapist performs supervisory responsibilities more than 25% of the time and performs these duties in a complex facility.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Proficiency.
Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education and/or Experience.
(1) The individual must meet at least one of the following requirements below: (a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; OR (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy.
OR (c) Master's Degree or higher in occupational therapy. Certification. Candidates must possess a current NBCOT certification as an OT. State Licensure.
Candidates must possess a full, current, and unrestricted state license, to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
NOTE: Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations.
This is inclusive of an internship (supervised fieldwork experience required by the educational institution).
ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation.

Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled.

provide direct occupational therapy interventions and procedures with varying degrees of complexity to enhance safety, wellness, and performance in ADL, instrumental IADL, education, work, play, leisure, and social participation.
Demonstrate a full professional understanding of the theories of treatment in occupational therapy and their proper application through the use of activity analysis, behavioral intervention, frame of references, and therapeutic procedures.
(2) Demonstrated KSAs.
In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
(b) Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service.
(c) Skill in dealing with employees, team leaders, and managers to include conflict resolution.
(d) Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools. (3) Assignment.
Supervisory OTs at this level are generally found at complex facilities.
The supervisory occupational therapist is responsible for the supervision, administrative management and direction of the occupational therapy program in an OT section or equivalent work group.
They have oversight for planning and directing the staff assignments in a variety of clinical settings.
The supervisory OT provides a Veteran/client centered environment while enhancing staff engagement.
Typical duties include: assigning work; monitoring clinical performance; resolving staff conflicts; identifying continuing education and training needs; and preparing performance standards and ratings.
They interview candidates for positions; recommend appointments, advancements, or when appropriate, disciplinary actions; administer leave; and coordinate staffing needs.
Supervisory OTs may provide occupational therapy and have capacity to care for more complex patients.
They develop/initiate new treatment programs which integrate outcomes and advancements in practice from current research findings.

Physical Requirements: There will be periods of walking and ambulating patient, providing patient transfers, some lifting of 50 pounds and supporting patients. Major Duties:
Major duties include, but are not limited to: Program Management: Responsible for constant surveillance, evaluation of clinical rehab therapy programs for its effectiveness, cost containment and operational data management by data retrieval, analysis, tracking, monitoring for productivity, clinic utilization, scheduling ,access, encounters, consultation management and maintaining statistical data for decision-making purpose; Arrange necessary additional education and training to all rehab therapists and other special areas such as but not limited to various modalities, medical equipment, new therapeutic techniques as applicable to general and specific disciplines to maximize overall positive rehab outcome of Veterans.
Administers the leave program for OT under PM&RS, approves and schedules sick/annual leave while maintaining quality patient care with adequate staffing.
Establishes Human Resources actions in the areas of midterm and annual performance evaluations, timely completion of performance appraisals, general and job specific competency assessments, orientation, training of new therapists with rare exceptions.
Personnel administration and management of work: Incumbent closely coordinates/communicates with PM&RS office for those duties.
Incumbent strictly adheres to policies and standards of Medical Center, VISN, Joint Commission and other internal/external policies.
Discusses, investigates and responds to employee grievances and dissatisfaction to resolve conflicts.
Personnel management and development: Participation in performance-based interviews, development of scoring grids, functional statements, position descriptions, performance appraisals, competency assessment, personal individual development, continuous learning opportunities, coaching, monitoring and staff recognition.
Conducts all interviews for recruitment, reassignments, and/or promotions using Performance Based Interviewing (PBI) and makes recommendations to PM&RS Service Chief for final decision.
Provides service/section specific orientation to new therapy staff following HRS guidelines and complying with professional and Joint Commission, VHA directive on RAI/MDS local, VISN and national policies.
Responsibility and Supervisory Controls: Spends most of the time working in the main hospital PM&RS and CLC.
Make sure to work with staff to cover clinical responsibilities in supervisory areas when assigned rehab staff is on extended leave status or urgent/emergency situations in his/her own specific discipline field.
Works under general supervision of PM&RS Service Chief.
Independently solves complex problems to balance multiple responsibilities related to the operation of Clinical Rehab Therapy program with concurrence with the PM&RS Service Chief if indicated.
Therapist sets priorities, delegates tasks, meet multiple deadlines, analyzes organizational problems, and develop and implement effective solutions. Performs Other duties as assigned.
