Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD/DoW Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Employee directs, coordinates and integrates diverse programs, initiatives, and master planning activities that support service members, civilian employees, and others who comprise the Installation community.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes:1) Establish policies and guidance for master and community planning activities, construction projects, architectural standards, real property accountability and geographic information systems; AND 2) Assign, manage, direct, and/or evaluate work of subordinate organizational elements within master and community planning activities, construction projects, architectural standards, real property accountability and geographic information systems; AND 3) Brief and provide recommendations to senior leaders regarding facilities, space utilization, urban planning, and construction projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In addition to meeting the qualifications requirement above, to qualify for this position you must also meet the basic requirements listed below and in the EDUCTION SECTION below: Basic Requirement for Community Planner: A.

Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR B.

Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR C.

Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Major Duties:

  • Develop and maintain the Installation Real Property Master Plan.
  • Supervise six or more professional and technical subordinates in the operation and programming of Installation requirements as related to master planning, military construction projects, Unspecified Minor Military Construction projects, etc.
  • Maintain liaison with and represent the Installation at meetings with the US Army Corps of Engineers, IMCOM, Headquarters, Army and Air Force staffs, local, and state governments, and congressional staffers.
  • Ensure that mobilization, peacetime, and emergency plans are properly integrated with the Installation Master Plan through coordination with other Installation organizations.
  • Incumbent is responsible for planning, programming, and directing the mission of the Master Planning Branch for the Garrison.
