Full Job Description

This Supervisory Mobility Transportation Specialist position is in Business Office services at the VA Medical Center, located at the Manchester location.

This position is a full-time position at 40 hours per week. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements Basic Requirements: The following education or experience are required to meet the specific qualification requirements for this position.

Specialized experience: a general knowledge and under-standing of traffic or transportation programs or operations.

Experience that demonstrated a knowledge of transportation function(s) of the position to be filled.

OR Degree: Undergraduate or Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled.

Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

-OR- Substitution of Education for Experience (TRANSCRIPT REQUIRED): Requires successful completion of a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

-OR- Combination of Education and Experience (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level.

The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager.

NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.

Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.

Major Duties:

The primary purpose of this position is to manage all VTS and BT Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

The position also supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness.

The incumbent also serves as the primary POC and responsible party for BT IPERA audit processes and documentation.

Incumbent serves as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance and air ambulance.

The incumbent assures and oversees the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, supervision, Fund Control Point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments, including managing the BT Behavior/Audit processes/policies/ remediation/reporting.

The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.

Duties include but are not limited to: Assures and oversees the scheduling of routine, urgent and emergent transportation for veterans, matters related to resources allocation, program development, supervision, managing the Special Mode Transportation audit processes/policies/procedures guides/remediation/reporting.

Fund Control Point management, inter-service collaboration, community resources development with internal and externa coordination that may involve multiple state, regional and local agencies, and analytical assessments.

Establishes guidelines and performance expectation for staff. Resolves informal complaints. Reviews, approves, disapproves leave request.

Adjust work procedures among administrative staff according to the workload of each program.

Planning, developing, evaluating, marketing and directing administrative activities in multiple programs related to transportation systems for metropolitan as well as rural/remote beneficiaries.

Develop, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures.

Acts as the advisor to Medical Center leadership and managers regarding VHA directives, policy, Medical Center Policies and Standard Operating Procedures concerning Special Mode Transportation and Veteran Transportation Service matters to assure efficiency and customer satisfaction.

Establishes and maintains knowledge of and cooperative relationships, including the development of formal Memorandums of Understanding with State Departments of Transportation, Area Councils of State Veteran Service Agencies on aging, Community Transit providers, Veterans Service Organizations, State Veteran Service Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations.

Other duties as assigned. Work Schedule: Monday - Friday 7:30am to 4:00pm.
