You will serve as a SUPERVISORY MANAGEMENT ANALYST in the Resource Management Division of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Mastery of the concepts, principles, practices and techniques of program analysis functions of financial development and execution, the civilian pay program, the Defense Travel program, the Government Commercial Purchase Card program, and financial accounts management in order to accurately plan and execute program budget(s).Expert knowledge of all aspects of the Federal budget processes to develop and execute single and multi-year program and budgeting plans to support the procurement and production of highly complex systems and supporting equipment, required to ensure compliance with the annual budget process and fund system and process change.A mastery degree of skill in interpreting legislative and regulatory policy guidance to determine the effect on enterprise program budgets, and to provide expert advice and guidance to Department Heads, operational Site leadership, and program leads in order to adjust resources to affected programs and activities.Complete and comprehensive knowledge of the concepts, principles, practices, laws, regulations, and policies of Department of Navy, and NAVSUP and for single and multi-year financial management systems in order to estimate, plan, and execute the command's budget within NAVSUP Comptroller's authorization.Ability to expertly plan program objectives and operations and make evaluative analyses of program effectiveness in order to ensure funding resources are planned, allocated, and available to meet command mission and partner reimbursable requirements.A high degree of skill in analytical reasoning, and ability to apply that skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions in order to resolve conflicting goals and objectives (e.g., increasing requirements coupled with decreasing or re-programming of funds).Knowledge of organizational structure of the Department of Navy and NAVSUP to include all aspects of supply management functions in order to lead a team of subject matter experts, and represent the command during marketing, negotiations, and business case development.Comprehensive leadership skills, organizational skills, and excellent interpersonal communication skills, enhanced with the abilities to communicate both orally and in writing, be able to lead group discussions, and strategize how to best meet program requirements in order to exact desired outcomes and provide leadership and guidance to NAVSUP and FLCSD program leads.Ability to provide technical and administrative direction, plan work schedules/assignments and monitor the program in order to ensure requirements and budget schedules are met or exceeded.Ability to make decisions and resolve problems or challenges presented by subordinate employees in order to lead the team to meet or exceed command budget requirements.Must be highly skilled at presenting full and logical explanations in support of recommended changes in order to overcome obstacles and improve business practices.
