Full Job Description

The VA Health Eligibility Center (HEC) is responsible for ensuring the integrity of VA's enrollment system.

Incumbent manages a wide variety of complex activities relating to the management of the HEC Enrollment Eligibility Division (EED).

The incumbent occupies a major position in the HEC Director's executive management staff and is responsible for planning, programming, budgeting, and general administration of EED.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Coordinating budget requirements, performance measurements, staff planning, and resource allocations for the purpose of accomplishing agency operations; Providing analysis and resolution of a wide variety of complex management issues; Performing qualitative and quantitative analytical methods for assessing and improving program effectiveness in order to evaluate and make recommendations for improving the operations and delivery of the agency's programs; Successfully developing, directing, and managing a multi-faceted national level program office consisting of various program responsibilities; Assisting in establishing policy, guidance, and direction relating to administering VA's Health Care Enrollment; Leading and managing large efforts or activities related to delivery of VA health care benefits that have significant impact on groups of individuals or national policies; and organizing and directing a project from inception to operation involving a diversified yet coordinated staff effort.

You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Communication Customer Service Leadership Organizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary.

Major Duties:

Duties include, but are not limited to: Provides leadership and supervision as the Associate Director (AD) of the EED in HEC.

EED has primary responsibility for implementing and operating national programs relating to VA enrollment program, eligibility verification, benefits determinations and enrollment processing functions.

Directly supervises the Assistant Director and provides second level supervision to Supervisory Management Analysts, Management Analysts, Administrative Support Assistants, Program Support Assistants, and Legal Administration Specialists.

Conducts analytical quality reviews and evaluative work related to program operations, management systems and organizational efficiency.

Develops and implements policies and procedures relating to programs, activities or functions for which the Division has responsibility.

Ensures communication to field staff on all aspects of enrollment and eligibility processes and procedures.

Formulates long-range and short-term Division goals and program policies and directs the planning and operation of the Division.

Participates in discussions, analyzes and interprets policies, makes recommendations and develops proposals regarding policy and procedures for national implementation.

Responds to inquiries from Congressional offices, Veteran Service Officers (VSO) and veterans relating a variety of eligibility and enrollment issues.

Work Schedule: Full-time, Monday-Friday, 8 hour shift between 7am - 4:30pm. Remote: This position is not authorized for Remote work. Telework: This position may be authorized for Telework.
