Full Job Description

You will serve as a Supervisory IT Specialist (PLCYPLN/INFOSEC) in the Plans & Projects Department (N5) of NAVAL COMP TELCOM STATION NAPLES.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

IT-related experience demonstrating this competency include: Reviewing plans, specifications, and maintenance requirements, of projects to ensure modernization of communications and IT requirements comply with program goals and objectives.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

IT-related experience demonstrating this competency include: Providing advice regarding coordination, research, implementation and design of network and network management systems and technology. 3.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: Recommending solutions and need to use their personal expertise and reputation to persuade and influence decisions. 4.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

IT-related experience demonstrating this competency include: Making decisions and/or recommendations to the chain of command to assist in resolving command issues involving policy decisions for communication equipment and computing system requirements which may not be covered by established Navy or DOD policy.

In addition to my experience demonstrating the four competencies above, I have direct applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly related to the work of the position to be filled.

Qualifying experience would be demonstrated by 1) Analyzing, managing, and performing work necessary to plan, acquire, document, test, implement, integrate, maintain, or modify systems for solving problems, performing upgrades, installing new systems or accomplishing work processes by utilizing established information technology (IT) and communications systems and; 2) Coordinating and integrating technical aspects of networks and communications systems 3) Investigating and analyzing a variety of communications and IT problems, questions, or conditions associated with formulating studies to improve or alter major systems.

  • You will plan and develop methods, procedures, policies, and techniques governing command-wide decisions for IT and Communication systems.
  • You will develop new and improved operational procedures and techniques by researching trends and patterns to work with and improve current and traditional methods
  • You will implement new or improved operational methods and procedures.
  • You will serve as project management technical advisor for the command.
  • You will review tests and test data for newly implemented systems.
