The primary purpose of this position is to serve as the Wing Cybersecurity Office (WCO) Chief which is responsible for overseeing the Computer Security (COMPUSEC), Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) within the Wing Cybersecurity office.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series, 2210 (Alternative A).

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level pay band (NH-02), or equivalent (pay schedule, pay band, etc) and is described in detail in my resume.

Specialized experience with principles, methods, and techniques of cyber, IT, or IM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance.

Ideal Candidate: - 2 years' work experience supervising DoD Civilians - Knowledge of cybersecurity requirements and techniques for protecting computer systems from unauthorized users, data tampering, and malicious threats.

- Strong verbal and written communication skills - Ability to analyze complex security issues, identify vulnerabilities, and develop effective countermeasures.

- Meticulous attention to detail for preparing security policies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Expert knowledge of the principles, methods, and techniques of cyber, IT, or IM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance.

Knowledge of the principles, methods, and tools for the coordinated management of cyber, IT, or IM programs to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.

3.

Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches.

4.

Knowledge of concepts, practices, and leadership techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to cyber, IT, or IM work/development efforts.

Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. 5.

Knowledge of methods of leadership and supervision to hold others accountable for measurable high-quality, timely, and cost-effective results. 6. Skill in leading productive teams and work centers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Plans, organizes, and directs Cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs.

Coordinates with program and project managers of other organizations and agencies in developing, operating, and modifying policies to ensure local application meets mission/project requirements.

Serves as senior technical advisor on cyber, IT, or IM activities. Stays abreast of changes in policy direction, keeping leadership informed of impacts on organizational requirements.
