This position is in the Office of Finance and Administration, Office of Financial Operations and Management, Program Management Division.
About: Office of Finance and Administration This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as advising on IT portfolio strategy; administering IT financial/management system planning, budgeting, and development; and providing advice, mentorship, and guidance to staff.

You will: Lead and manage the Program Management Division (PMD) by aligning goals and policies with mission and customer needs, prioritizing work and optimizing resources, ensuring regulatory compliance and efficiency, driving decisions and change, and guiding staff development.
Exercise supervisory personnel management responsibilities.
Balance workload and provide overall direction and vision to subordinates on a wide range of programmatic activities and administrative issues.
Strategically plan, manage, and budget for the acquisition, development, implementation, operations, and maintenance of the Agency-wide IT portfolio of financial, mixed financial, and management systems.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
