Full Job Description

This position is in the Office of Finance and Administration, Office of Budget and Planning, Budget Execution and Information Division, Budget Execution and Control Branch.

About: Office of Finance and Administration This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as leading federal budget execution in compliance with relevant laws, statutes, and guidance such as appropriations law, Office of Management and Budget (OMB) A-11, and the Anti-Deficiency Act; overseeing staff, prioritizing workload, and providing guidance on budget issues; implementing budget controls for accurate recording, tracking, and reporting across financial systems; and advising on policy, resource allocation, and fiscal risk.

You will: Provide expert advisory, consulting, reviewing, and coordinating services for the Agency's budget execution and control activities.

Advise and provide counsel to employees regarding policies, procedures, and directives of management.

Establish, develop, and maintain effective working relationships with staff from EPA program offices, other federal agencies, Office of Management and Budget (OMB), and Congressional Appropriations Committee staffs to resolve resource management problems and answer budget execution questions.

Manage staff activities to analyze new budgetary areas which reflect new initiatives, regulations, legislation, and executive orders to determine the need for changes in management of the budget.
