Job Description

Summary

This job is for a senior IT leader in the federal prison system, where you'll oversee IT programs, manage security for networks and systems, and guide a team to support safe and efficient prison operations.

It's ideal for experienced IT professionals who enjoy leading projects, solving technical problems, and ensuring everything runs smoothly in a high-stakes government environment.

You'll handle everything from planning tech upgrades to training staff on security best practices.

Key Requirements

  • One year of specialized IT experience at GS-12 level, focusing on assessment, planning, management, monitoring, and evaluation of IT programs
  • Demonstrated proficiency in four core IT competencies: attention to detail, customer service, oral communication, and problem solving
  • Experience preparing reports, correspondence, training materials, and developing IT policies and procedures
  • Knowledge of hardware and software safeguards, including implementing security changes and training on security measures
  • Hands-on experience designing, testing, installing, and maintaining network hardware/software for operating systems, databases, or email on wide area networks
  • Familiarity with contracting procedures, acquisition regulations, and policies for purchasing computers and software

To be considered for the position, you must meet the following qualification requirements.

Education: GS-13 and GS-14: There is no substitution of education for specialized experience at this grade level.

Experience: GS-13 and GS-14: You must have IT related experience demonstrating each of the four competencies listed below.

Attention to detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Specialized Experience: GS-13 and GS-14: You must have one year of specialized experience at the next lower.

Specialized experience is experience that has equipped the applicant with the particular qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are: GS-13: Experience in utilizing the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation to manage an IT program.

Experience in preparing correspondence, reports, training material as well as assisting with the development of procedures and policy related to Information Technology.

Experience in employing hardware and software safeguards, implementing changes to current security systems and training staff on proper security measures.

Experience in designing, testing, installation, and/or maintenance of network hardware and software for a network operating system, database system or an e-mail system on a wide area network.

Experience with contracting procedures, acquisition regulations and policies related to the acquisition of personal computers and associated software.

GS-14: Experience in utilizing the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment and contingency planning to manage an IT program.

Experience in the management of an IT program to include ensuring that the agency or business’ IT requirements and change management initiatives are followed and/or implemented and evaluating and implementing complex security routines, procedures or plans to security systems.

Experience analyzing system design needs, anticipating problems in computer programs, telecommunications, hardware and operating systems, and proposing and implementing solutions.

Experience in applying contracting procedures and acquisition regulations and policies relating to the acquisition of computer equipment, software and systems.

Experience in developing operations memorandums, program statements technical reference manuals and training relative to information management.

Applicants must possess the following: Experience of Novell Network, specifically Novell client, Novell Zenworks, in the last two years and Microsoft Office and Microsoft Outlook the last year; Experience of an enterprise anti-virus solution and worked with the product in the past two years; Experience of enterprise training programs.

**Your eligibility for consideration will be based on your responses to the questions in the application.** Major Duties:

The position is located in the Information, Technology & Data Division (ITDD); Federal Bureau of Prisons (BOP).

Responsible for advanced systems projects and serves as a technical authority on the deployment and implementation of software applications and hardware upgrades developed by ITDD.

Coordinates with the ITDD branches during the testing stages of application development to ensure that employees are trained in all aspects of the software and to begin developing implementation procedures, and to ensure deployment procedures address issues relating to network administration.

Supervises staff assist teams travelling to field locations for various implementation projects and the deployment of other software applications and hardware upgrades.

Serves as an expert resource for applications development, Internet technology, data warehousing, electronic data interchange, relational databases, and other information system technologies.

Plans, organizes, implements, monitors and administers numerous highly complex, integrated and state-of-the-art applications comprised of local area and wide area network users for Central Office divisions, regional offices, and institutions.
