Full Job Description

This position serves as the Supervisory Human Resources Specialist of the Human Resources Information Systems (HRIS) Division of the Network's Human Resources Management Office.

In collaboration with the HR Leadership, the position is responsible for the planning, developing, and implementing of the goals and the objectives of the HRIS division.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Knowledge of HR management concepts, principles and practices related to identifying and analyzing HR processes, translating functional requirements into technical requirements and delivering and maintaining HR information systems.

~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Qualifying specialized experience includes: Perform analysis of operational processes requiring application of statistical methodologies to measure, evaluate, and improve process performance, organizational effectiveness and resource efficiency; work with management, supervisors and staff in the analysis and review of a variety of HR programs, policies, procedures, practices, and program effectiveness; and serve as a key advisor to senior leadership, supervisors, specialists and employees on all appropriate actions relating to Human Resources Information Systems.

Preferred Experience: Previous experience in Federal Government Information Systems Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment.

A pre-placement physical examination is not required. You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position.

Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The work is basically sedentary and does not require any special physical effort.

Work Environment: The work is performed in a typical office setting. Major Duties:

Time-Limited: This position is for a temporary promotion, not to exceed 1 year, may be extended up to 4 years.

You may be returned at any time to the position from which you were temporarily promoted, or to a different position of equivalent grade or pay.

Major duties include but are not limited to: Manages the daily operations of the HRIS Unit with the responsibility for integrating and coordinating all areas of the HRIS systems.

Makes recommendations and provides advice to executive leadership and management at the facility levels for improvements and changes.

Works with HR leadership to develop and implement projects which establish a Human Resources Shared Service center ideology within the VISN.

Performs complex projects, which may include analysis of operational processes requiring application of statistical methodologies to measure, evaluate, and improve process performance.

Serves as a team member in planning, organizing, and directing team efforts in conducting major evaluations of VISN HR program operations.

Represents the VISN in meetings, briefings, presentations, working groups, tasks forces, and conferences related to the VISN's workforce reshaping efforts.

Conducts data integrity audits based on the VISN's HR accountability programs.

Works with management, supervisors, and staff in the analysis and review of a variety of HR programs, policies, procedures, practices, and program effectiveness.

Independently conducts data integrity audits of significant scope and impact or participates as a team member on large or highly complex audits.

Supervises and manages employees engaged in analyzing and troubleshooting personnel action rejects, determining where errors exist and taking appropriate corrective action to ensure accuracy.

Serves as a key advisor to senior leadership, supervisors, specialists and employees on all appropriate actions offering wide range of alternatives relating to HRIS.

Plans, organizes, directs, coordinates, reviews, and evaluates the work of subordinate HR staff.
