Job Description

Summary

This job involves leading a team in the Employee Care Center to handle everyday human resources tasks like processing employee paperwork, ensuring everything follows rules, and using computer systems for HR work.

It's a temporary supervisory role for up to one year in Salt Lake City, focused on guiding staff through complex personnel changes and reports.

Full Job Description

These positions are located in the Farm Production and Conservation (FPAC) Business Center (BC), Human Resources Division, Workforce Operations Branch, Employee Care Center.

Duty locations will be determined at the time of selection.

The selectee provides supervision, direction, and guidance to the Employee Care Center Team in carrying out all aspects of human resources transactions processing.

Specialized Experience Requirement For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service.

Specialized experience is defined as: (1) Providing technical guidance and instruction to assistants and specialist on the application of a variety of complex, laws, regulations, directives, procedures, and local policies relating to legal authorities for processing personnel transactions; (2) Providing assistance with researching and validating nature of action processing codes and legal authorities for new or seldom used actions; (3) Reviewing, coding, and updating personnel actions in an automated personnel data systems; and 4) Preparing a variety of recurring and non-recurring HR transactions processing reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

You must meet this requirement by the closing date of this announcement. Major Duties:

  • Ensures all actions and services are compliant with all laws, regulations, and administrative policies and procedures.
  • Processes a full range of personnel actions and hiring actions.
  • Supervises the review of various processing forms and documents for completeness and accuracy.
  • Oversees the utilization of various human resources automated systems and applications to perform work assignments.
  • Exercises the full range of supervisory responsibilities, including interviewing and recommending selections for positions, planning and assigning work, and provides instructions on technical and administrative issues.
