Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent will serve as the Housing Division Chief and Residential Communities Initiative (RCI) Manager for USAG Fort Riley, Directorate of Public Works, Housing Division, Fort Riley, KS.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Specialized Experience: One year of specialized experience which includes: 1) Assisting in the development of housing management plans; 2) Providing oversight of contractor work; 3) Preparing specifications for complex maintenance and housing projects; AND 4) Creating long-range work plans to justify housing project support.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) Major Duties:

  • Serves as the senior housing manager and RCI Asset Manager at the Installation where family housing is privatized or where plans are underway.
  • Utilize knowledge of housing, barracks facilities, asset management and residential development, to engage in the planning, design, revitalization, financing, and improvement of housing, barracks and related facilities.
  • Responsible for project oversight of the privatized family and unaccompanied housing and centralized barracks management programs, and the direct management of non-privatized installation housing functions.
  • Serve as subject matter expert and advisor to the Directorate of Public Works (DPW) and the Garrison commander to address and resolve installation, local community, state and private sector official issues.
