About the Position: This position is located at William Beaumont Army Medical Center as the Uniform Business Office (UBO) Supervisor, and directly impacts the facility's financial integrity, operational efficiency, and ability to sustain healthcare delivery through effective revenue cycle management.

The UBO integrates patient registration, coding validation, insurance billing, and financial reporting to ensure accurate reimbursement for services provided.

Specialized Experience: One year of specialized experience which includes reviewing medical documentation to ensure accuracy of medical billing into an automated healthcare system; implementing process improvements to enhance billing efficiency, data accuracy, and/or reimbursement performance; assisting with developing policies and/or procedures for implementing third-party collections initiatives; and assisting in the workload distribution among subordinate employees.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Oversee Uniform Business Office operations responsible for third-party billing, collections, and revenue cycle management within a Military Treatment Facility.
  • Manage billing programs including Third Party Collections (TPC), Medical Services Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Monitor billing performance metrics, accounts receivable trends, and reimbursement data using DHA reporting tools and revenue cycle dashboards.
  • Oversee the identification and resolution of claim edit failures, encounter holds, and billing errors within Electronic Health Record (EHR) revenue cycle workflows.
  • Ensure compliance with DHA Uniform Business Office policies, federal financial management regulations, and healthcare billing requirements.
  • Conduct internal audits and compliance reviews of billing practices to ensure proper documentation, segregation of duties, and revenue integrity.
  • Supervise civilian and military personnel assigned to the Uniform Business Office, that are responsible for insurance billing, patient account management, claim processing, and revenue cycle workflow management.
  • Assign work, evaluate employee performance, and ensure staff compliance with billing policies and procedures.
  • Provide training and professional development for revenue cycle staff.
  • Implement process improvements to enhance billing accuracy and operational efficiency.
