In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; Reviewing and applying technical specifications and requirements; Analyzing equipment and forecasting spare parts requirements; Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; Analyzing contract specifications and examining pertinent equipment to determine if specifications are met; Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement; extensive knowledge of quantitative techniques to apply DoD, Air Force and AETC training, manpower, personnel, analysis and contingency tasking principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy; Expert knowledge and mastery of advanced concepts, principles, and practices of Low Observable technologies, Aircraft Structural Maintenance, Low Observable Systems, Non Destructive Inspection (NDI), Corrosion Control, Survival Equipment, Metals Technology, Electro-Environmental, Escape/Egress, Aircraft Fuel Systems, and Aerospace Ground Equipment (AGE) maintenance and sustainment to include the ability to analyze technical performance data and develop accurate assessments of operational fitness, maintainability, reliability and system efficiency; Vast knowledge of aircraft maintenance, safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of quantitative techniques to apply DoD, Air Force and AETC training, manpower, personnel, analysis and contingency tasking principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.

Broad ability to plan, organize and direct the functions of an organization and supervise, mentor, motivate and apprise the staff of an organization through subordinate supervisors.

Expert ability to analyze, plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

Skill in assessing, planning and overseeing large-scale aircraft systems/AGE acquisition programs and associated follow-on sustainment strategies to include skills in evaluating contract/organic proposals to ensure the government is receiving quality maintenance support for the best value.

Vast knowledge of aircraft maintenance, safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Summary: The primary purpose of this position is: To serve as Chief, Aircraft Systems Maintenance Section, Maintenance Division, Directorate of Logistics, Engineering and Force Protection at HQ Air Education and Training Command, with responsibility to plan and direct command-wide aerospace systems maintenance, trainer and munitions maintenance policy/procedures, and product improvement programs for over 10,000 assigned aircraft/trainer maintenance personnel supporting over 1,632 operational aircraft including T-1A, T-6A, T-38 (all models), T-41D, T-51A, T-53A, TG-15A/B, TG-16A, TG-17A, F-16C/D, F-35A, C-17A, C-130J, AC-130J, HC-130J, MC-130J, KC-135R, KC-46A, HH-60W, TH-1H, UH-1H, CV-22B, UV-18B, and 144 ground instructional trainer aircraft and training aid aircraft, assigned to 15 Air Education and Training Command (AETC) bases/wings/groups.

Duties/Responsibilities: Plans, organizes and oversees the activities of the Aircraft Systems Maintenance Section. Exercises supervisory personnel management responsibility.

Represents the Aircraft Systems Maintenance Section, Maintenance Division and A4 Directorate of Logistics, Engineering and Force Protection with a variety of HQ USAF and AETC staff agencies, other MAJCOM's, AETC Numbered Air Force, AETC wing/group/squadron and various civil service and civilian contractor organizations.

Plans and oversees the technical programs and projects of the section.
