This position serves as a Supervisory Health Systems Specialist (organizational title is Credentialing and Privileging Manager) and is assigned to the Medical Staff Office, which is under the Chief of Staff (COS) at a VAMC.
The Supervisory HSS works collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the C&P program.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

Individual Occupational Requirements (IOR): Minimum Requirements for Series 0671 requires the applicant to have education or specialized experience.
Undergraduate and Graduate Education: Possession of an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
Such a training program must have been conducted in an operating health care system and included: (1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; (2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and (3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience and/or education as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P Program operations; Comprehensive knowledge of pertinent laws, regulations, policies and precedents; accreditation standards and guidelines, including, but not limited to: TJC, VHA Handbooks, Directives, Memos, and Notices; VetPro Policies/Standard Operating Procedures; and local medical center policies related to the principles, practices and program goals of the C&P program; Extensive knowledge and skill in interpreting C&P, as well as Staffing regulations/requirements for health care practitioners in compliance with a broad range of National and Local Handbooks, Directives, Memorandums, MOUs, Policies, Medical Staff Bylaws and a variety of auditing and accrediting agencies.

Major Duties:
The Supervisory Health System Specialist serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer.
The incumbent outlines VAMC C &P program goals and objectives, identifies risks, supervises all VAMC C&P employees, ensures training and education, and completes second level reviews as appropriate.
Duties include but are not limited to the following: Provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program including Healthcare Professionals' C&P; facility Scope of Practices; National and VISN Memorandums of Understanding (MOUs); Veterans' Administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and malpractice claim action evaluations.
Determines appropriate actions, including those resulting from VISN and local level reviews, initial and recredentialing processes, including, but not limited to primary source verifications; reporting and data trends, identified issues that require further review, and electronic credentialing database and clinical privilege maintenance.
Attends committee meetings and presents providers' credentials, clinical practice histories and red flags; documents and composes committee minutes, privileging requests and/or actions, malpractice payments, tort claims and adverse actions, Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) reviews and completion timeframes.
Provides SME guidance to VAMC leadership related to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting.
Monitors and audits the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools.
Ensures national level reporting requirements are accurately completed including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the VA/DoD shared provider registry.
Participates in the monitoring and follow up for issue briefs concerning C&P issues.
Monitors C&P program resources to ensure programs are appropriately staffed including succession planning, mentoring and training of new C&P specialists, and preparation and implementation of action plans when vulnerabilities are identified.
Partners with the VAMC contracting office to ensure contracts for healthcare providers contains appropriate requirements and oversight related to C&P.
