Basic Requirement for Supervisory Program Manager NH-0340-04: Specialized Experience: One year of specialized experience which includes (1) Manage the acquisition of a portfolio of medical information systems, devices, pharmaceuticals, or other medical products; (2) Develop long and short-term financial plans for an acquisition-based program; AND (3) Advise executive leadership on Acquisition policies.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03).

Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Plan, analyze, and review major programs associated with the acquisition of capabilities involving information technology, services, Electronic healthcare record, medical devices, pharmaceuticals, facilities, etc., within the Military Health System.
  • Plan and carry out assignments for complete projects that entail a variety of complicating and interacting factors, relationships with other specializations and in consideration of the complete development cycle.
  • Anticipate technological trends, direction of change in workload and workload growth allowances, and changes in regulatory requirements, in order to accommodate future changes efficiently and effectively.
  • Conduct pre-implementation evaluations of existing systems to determine cost, configuration compliance, performance, adequacy, and assess potential problems
  • Review requirements, identify project scope and processes, review specific issues, oversee tests and analyses, interfaces, information flaws, interfacing requirements, and whether advancements in information technology should be incorporated.
  • Supervise in regard to assignment of projects and tasks; interviewing and selecting candidates for vacancies, standards, and evaluations; counseling employees; corrective and disciplinary actions; hearing and resolving serious complaints.
  • Leadership in regard to determining training; ensuring implementation of employee incentive systems; assuring adherence to EEO principles and priorities; promote team building and improved business practices.
