Job Description

Summary

This job involves leading a team of engineers and architects in managing naval facility projects from initial design to completion, ensuring everything stays on budget and on time.

You'll oversee construction, review contracts, and guide your staff in solving design challenges for military bases.

It's ideal for an experienced licensed professional engineer or architect who enjoys supervising teams and making a real impact on national defense infrastructure without needing military service.

Key Requirements

  • Current Professional Engineer (PE) license for 0801 series or Registered Architect (RA) license for 0808 series, valid in any U.S. state or territory
  • At least one year of specialized experience at GS-12 level or equivalent, including oversight of construction projects from design through completion
  • Experience assisting engineers and technicians with design and construction problem-solving
  • Skill in reviewing and approving design/build contract documents for constructability, compliance, and special requirements
  • Ability to review contract submittals, schedules, and prepare Work in Place (WIP) reports to ensure timely project completion
  • Strong supervisory and leadership skills in project management, design management, and construction management for capital improvement projects
  • Familiarity with federal contracting processes, including keeping contracting officers informed of issues and modifications

You will serve as a PROJECT MANAGEMENT & ENGINEERING BRANCH (PMEB) HEAD in the Facility & Acquisition Division of NAVFAC SOUTHEAST.

You don't need to be active duty military to serve your country! This position has a selective placement factor that will be used to screen out ineligible candidates.

The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series.

Your license or registration must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Specialized experience must demonstrate the following: 1) Providing oversight of construction projects from design through construction; 2) Assisting other engineers and engineering technicians with design and construction problems; 3) Reviewing design/build contract documents for constructability and special base requirements, for conformance to contract requirements, and ensuring contract compliance; 4) Reviewing and approving contract submittals; 5) Keeping contracting officer informed of contract issues and potential modifications on contracts; and 6) Reviewing contract schedules to ensure on time completion of contracts and preparing Work in Place (WIP) reports for command.

  • You will serve as a supervisory interdisciplinary engineer or architect in the field of design and construction engineering, as primary point of contact for coordination of all assigned projects, as senior staff member, and as the PMEB Head.
  • You will provide guidance and assistance to other engineers/architects, as well as to other group and team representatives, exercising management and administrative skills in the execution of Capital Improvements (CI) projects.
  • You will provide senior leadership related to the three primary CI roles and responsibilities within the PMEB: Project Management, Design Management, and Construction Management.
  • You will be responsible for leading the design staff in performing project management roles for projects (scope, cost, and schedule) from preliminary design authorization to project closeout.
  • You will be a recognized expert in the field of engineering/architecture for such things as the development of plans and specifications, design-build Requests for Proposals (RFPs), and cost engineering and consultation services.
  • You will provide construction engineering expertise on projects managed within the PMEB, particularly those of an unusual or complex nature.
