Job Description

Summary

This job involves leading a team of engineers and architects to manage construction projects for naval facilities, including overseeing designs, contracts, and ensuring projects meet quality and safety standards.

It's a supervisory role where you'll solve complex problems and guide staff through the entire process from planning to completion.

A good fit would be an experienced professional engineer or architect with strong leadership skills and a background in government or large-scale construction.

Key Requirements

  • Current registration as a Professional Engineer (PE) in any state, DC, Guam, or Puerto Rico
  • At least one year of specialized experience at GS-12 level or equivalent in administering construction contracts, developing scopes, cost estimates, and design-builds/RFPs
  • Expert guidance on architectural and engineering methods during design and construction, including acquisition strategies, pre-construction conferences, and constructability reviews
  • Monitoring quality assurance and safety compliance with project plans and specifications
  • Evaluating construction workload against priorities to develop creative, technically sound solutions
  • Experience overseeing construction work, mentoring subordinate staff, and coordinating capital improvement projects

Full Job Description

You will serve as a Supervisory General Engineer/Architect in the Facilities Engineering and Acquisition Division of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) in any state, the District of Columbia, Guam or Puerto Rico.

The registration must show the date of currency or additional documentation must be provided from the registration agency showing the dates the registration is current.

A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Manages overall requirement in administering construction contracts in developing project scopes, cost estimates, and/or design builds/request for proposals; 2) Provides subject matter expert-level guidance to engineers, architects and technicians on architectural and engineering methods during the design and construction period of project (i.e, acquisitions strategies, pre-construction conferences, constructability reviews); 3) Monitors quality assurance and safety compliance with plans and specifications; and 4) Evaluates facility construction workload against critical priorities to develop creative, technically sound solutions to problems not remedied by standard, pre-defined processes.

  • You will oversee all aspects of assigned construction work to include the mentoring and training of subordinate staff.
  • You will provide representation (if needed) on construction contract selection and claims boards; reviews proposed field changes for engineering/architectural soundness and adequacy and assures they are within the assigned funds.
  • You will provide feedback on the annual resource requirements for the projected workload.
  • You will serve as the primary point of contact and team leader for coordination of assigned Capital Improvements Business Line (CIBL) construction projects within their branch.
