Full Job Description

You will serve as the Principal Technical Manager for Test and Evaluation Management of Programs and Operations Department Head within Naval Air Warfare Center, Aircraft Division (NAWCAD) of NAVTESTWINGLANT NWCF.

The Secretary of War has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

TQ #2. Knowledge of DoD acquisition policy and strategy for T&E solutions for development and integration of systems into Naval Aircraft.

Applies innovative tools, processes and human capital and financial management processes to swiftly evaluate current and future naval aviation capabilities.

  • You will manage and perform Test and Evaluation acquisition coordination, planning, resource utilization, and in defining the design of experiments and tests using a capability-based, integrated, developmental /operational testing concept.
  • You will plan, direct and control all activities of the Test and Evaluation Management for Programs and Ops Department.
  • You will be responsible for managing personnel skills, processes, and resources, as well as overall technical conduct of the Department.
  • You will manage the financial resources and direct the technical work of engineers for testing tasks.
  • You will lead the senior technical personnel associated with each of the Department's major areas of responsibility.
  • You will develop a broad-scope Test and Evaluation strategy that aligns with DoW, Navy, and NAWCAD current and future mission requirements, skills, and capacity.
  • You will be the technical expert in the field of aircraft and mission systems test and evaluation engineering, and test strategy.
