Job Description

Summary

This job is for a lead firefighter who oversees emergency response teams, manages budgets and training programs, and ensures safety protocols are followed on an Army base in Wisconsin.

It involves directing crews during fires and hazards, investigating incidents, and advising on fire prevention.

A good fit would be someone with strong leadership in emergency services, experience in team supervision, and a passion for public safety in a military setting.

Key Requirements

  • One year of specialized experience at GS-9 level or equivalent, including planning fire programs, budget management, and hazardous materials response
  • DoD, IFSAC, or ProBoard certifications: Fire Officer IV, Instructor II, Inspector II, Hazardous Materials Operations, and Incident Commander
  • Valid State EMT-B certification, maintained throughout employment

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes work that includes: 1) Planning, coordinating, and evaluating Fire and Emergency Services programs.2) Administering budgets and providing financial management for emergency services.

3) Analyzing fire loss trends to recommend improvements, managing hazardous materials incidents, and overseeing employee and labor relations. 4.

Developing and implementing comprehensive fire protection and prevention training.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

In addition to meeting the specialized experience requirement above, applicants must also possess DoD, IFSAC, or ProBoard Firefighter Certifications: Fire Officer IV, Instructor II, Inspector II, Hazardous Material Operations and Incident Commander.

certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.

Must maintain a valid State EMT-B certification. Major Duties:

  • Develops and recommends to the DES for approval, all regulations and standard operating procedures in order to implement regulations.
  • Submits yearly emergency services budget requirements for projects, equipment acquisition, travel and training, and service contracts to the Directorate of Emergency Services.
  • Assumes control of firefighting and emergency activities while on duty. Directs emergency services equipment and personnel to respond to particular types emergencies.
  • Investigates the origin and cause of all fires and prepares DOD fire incident reports as well as supplemental technical investigation reports in coordination with safety and law enforcement.
  • Performs Personnel Administrative and Management Tasks: Through subordinate supervisors, supervises technical and support employees in grades GS-06 to GS-11.
  • Serves as the Fire Department technical advisor to all Directorates, Activities, and Garrison Staffs, through the Director DES, and/or for the Director DES.
