Basic Requirements for Supervisory Facility Operations Specialist GS-1640-14: Specialized Experience: One year of specialized experience which includes: aiding in the development of facility maintenance programs, assisting in coordination of facility life-cycle management activities, recommending improvements to facility maintenance and operations, and assisting with administrative supervision You will be evaluated on the basis of your level of competency in the following areas: Facilities Operations and Maintenance Facilities Procurement and Contract Management Facilities Requirements Analysis and Planning Performance Measurement Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Perform the duties of Program Manager for Operations and Maintenance (including Reliability Centered Maintenance) program.
  • Participate in the development of the annual and multi-year budget (POM) for maintenance sustainment, new construction, and restoration/modernization projects.
  • Analyze, justify, and compare maintenance and repair cost for recommendation of contracted work
  • Develop acquisition strategies and execution plan.
  • Formulate plans, policies and procedures to implement new or revised regulatory requirements and long-range plans.
  • Evaluate reports to determine effectiveness of operations and program requirements.
  • Advise Facility Management staff on planning, operational, contingency, and training matters related to the Medical Facility Life Cycle Management.
  • Provide oversight into the facilities portion of the Defense Health Agency (DHA) Organizational Inspection Program through the DHA IG office.
