Base salary range: $104,604 - $135,987

Note: Actual salary includes locality pay (15-40%+ depending on location).

About this agency Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems.
Specialized experience includes: Experience in directing an organization's facilities management program, including multi-year construction projects, space planning, building operations, and maintenance of facilities.
Experience in leading major projects as a Contracting Officer's Technical Representative (COTR), overseeing project scope, schedules, budgets and contractor performance.
Experience in developing facilities strategies, policies and budget, including coordinating with external entities (i.e.
GSA, landlords, or tenant agencies) on space agreements, building operations and sustainability. Education cannot be substituted for experience at the GS-14 grade level.

This position is located in the Office of Administrative Services, Facilities Services & Capital Planning Division, Export-Import Bank of the United States (EXIM).
This position reports to the Vice President of Administrative Services. This Division is responsible for the review.
management, and coordination of major new construction or improvements, alteration, maintenance, and repair projects to existing buildings and facilities, and the acquisition and management of additional facilities, including planning, construction, and space management.
The incumbent serves as the Director of Facility Operations, managing operations of all facilities including space planning, construction, budget planning and management, facilities operations, and fixed asset management.
Duties include, but are not limited to: Provides administrative and technical supervision to accomplish the work and objectives of the organization.
Approves leave and evaluates performance to ensure the quantity and quality of work meets established standards providing feedback and guidance.
Handles recruitment processes, resolves employee complaints, implements minor disciplinary measures, when necessary, identifies staff developmental and training needs, and fosters equal employment opportunities through nondiscriminatory practices.
Collaborates with management team in developing Bank-wide strategic plan and other integrated planning documents.
Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Independently plan and develop short and long-range and multi-year maintenance goals.
Manages budgets and contract portfolios, including service contracts for maintenance, custodial services, groundskeeping, and specialized facility systems.
Duties include developing budget estimates, monitoring expenditures, ensuring contract compliance, and optimizing resource use to support mission-critical operations.
Serves as Project Manager and/or Contracting Officers Technical Representative (COTR) on a wide variety of projects.
These projects include planning, construction, budget and schedule management, maintenance, and repair of facilities and associated utility systems.
Maintains communication with Contracting Officer and assures compliance with contract documents and/or MOAs.
Evaluates the need for contract change orders; and prepares drawings and specifications as required to incorporate in the contract performance documents.
