This job is for the head of facility management at Shenandoah National Park, where you'll oversee all aspects of maintaining buildings, roads, trails, and historic sites to keep the park running smoothly and safely.

Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.

In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized.

In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications: All qualifications must be met by the closing date of this announcement-04/06/2026. Credit will be given for all appropriate qualifying experience.

To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in Federal service (obtained in either the public or private sector).

Examples of specialized experience include: supervisory and operational responsibilities managing planning, organization and direction of a complex maintenance operation of multiple units including historic structure rehabilitation, roads/grounds/trail maintenance, motor vehicle repairs, building and quarters, utilities, custodial staff, grounds work, and facilities database management; assisting in project development through the use of an automated system such as the Project Management Information System (PMIS) or equivalent; Worked across multiple programs that interact or associate with asset management, such as Repair/ Rehabilitation, Federal Lands Recreation Enhancement Act or equivalent, Cyclic, etc.; lead project management activities focused on maintenance and restoration of historic structures; planning maintenance activities, and developing preventive maintenance programs; Oversight of construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; ensuring completion of facilities management work through subordinate supervisory staff; developing annual and multi-year budget plans to ensure facility maintenance and project goals are met; and communicating with management and external constituents to address and gain support for facility operation needs.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

This position serves as the Chief, Facility Management Division for Shenandoah National Park and is directly supervised by the Park's Deputy Superintendent.

The position is responsible for developing and implementing a complex facility management program including leadership and supervision, facility asset management and operations, environmental management, and project management.

Participates as a key member of the Senior Leadership Team; serves as principal advisor on all matters related to the management, maintenance, and preservation of SHENs facility assets including roads, maintained landscapes, buildings, utility systems, signs, etc.; provides professional support and direction for supervision, planning, implementation, and coordination of operations and projects for the maintenance and rehabilitation of constructed assets; and coordination with other agencies such as US Public Health, EPA, Federal Highway Administration, Virginia Department of Transportation, state and local officials, utility companies, Denver Service Center, and the Regional Office.

Duties may include: Responsible for development and implementation of projects, and development of alternatives for facility systems when infrastructure capabilities cannot support mission requirements.

Coordinates project scope, goals and objectives; facilitates planning and design processes; develops spending plan and budget protocols; manages construction process ensuring all project documentation is completed and archived.

Exercise the full range of supervisory duties; work with subordinate staff to execute established work plans and establish work schedules and priorities.

Maintain park roads and grounds operations in accordance with best management practices of the NPS Environmental Audit Program and ensure that work on cultural and natural resources is in adherence with approved Historic Preservation Act and NEPA.

Plans, develops and implements new methods and procedures designed to improve operations, minimize operating costs and effect greater utilization of labor and materials.

Physical Demands: The position involves both office and field work and may require strenuous physical activity including periods of standing, walking, hiking, and lifting and carrying heavy objects.

The park is a rugged mountain park, and the incumbent must maintain good physical condition to conduct on-site inspection of facilities and/or the gathering of field data to support a program effort or design of a facility.

May also be asked to investigate impacts of storm damage, fires, flooding, and other natural catastrophes.

Considerable mental and physical fatigue brought about by workload, shifting priorities, tight deadlines, and high stress situations occur regularly.

May occasionally engage in stressful situations during emergency situations or when dealing with visitor complaints.

Working Conditions: Most work is indoors in an office setting, performing administrative work, documentary research and report writing which are sedentary and entails the ability to concentrate and write for long periods of time.

Frequent trips into the park and occasional hikes on mountain slopes may be necessary and could occur in varying weather conditions.

May be exposed to bad weahter such as rain, fog, snow, sleet, ice, and hail. Assisting during emergency operations may involve hazardous conditions.

POSITION LOCATION: Shenandoah National Park preserves and protects more than 300 square miles of nationally significant natural and cultural resources, scenic beauty, and congressionally designated wilderness within Virginia's northern Blue Ridge Mountains; and provides a broad range of opportunities for public enjoyment, recreation, inspiration, and stewardship.

Within just 90 miles of Washington D.C. the Park provides visitors the ability to explore mountain peaks, hidden hollows, cascading streams, accessible wilderness, and stunning natural beauty.

Approximately 40% of the Park is designated wilderness with over 500 miles of hiking trails and the iconic Skyline Drive and 101 miles of the Appalachian Trail.

SHEN was established as an eastern Park that provided a "western Park experience".

Due to the Park's easy accessibility to D.C and other highly populated areas along the east coast, visitation exceeds 1.4 million visitors annually which results in significant resource protection and visitor management issues and incidents.

The park's natural, cultural and recreational resources are of vital interest to local and regional businesses, political leaders, conservation and outdoor recreation organizations, and the Commonwealth of Virginia.
