Base salary range: $104,604 - $135,987

Note: Actual salary includes locality pay (15-40%+ depending on location).

This position is located in the Washington Headquarters Services (WHS), Immediate and WHS Staff, Office of Equal Employment Opportunity Programs (EEOP).
The EEOP is the principal advisor to the WHS Director and Deputy Director, and as appropriate other agency directors, regarding a wide range of equal opportunity program planning and execution.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Processing Equal Employment discrimination complaints in accordance with 29 CFR 1614 and EEOC MD 110; Providing technical guidance on Equal Employment Opportunity (EEO) and complaints processing program requirements to inform operating elements officials on the requirements of affirmative employment and alternative dispute resolution programs to encourage informal resolutions to complaints; Assisting in setting affirmative employment goals, planning short- and long-range program objectives, evaluating progress, and recommending program resources levels; Applying techniques for EEO discrimination complaint processing to include counseling, the use of Alternate Dispute Resolution, investigation and decision-making including causes of discrimination; and, Interpreting civilian and military personnel regulations and processes, regarding EEO complaint processing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

As a Supervisory Equal Employment Specialist and Complaints Manager, provides advice to managers, employees, and EEO specialists on the full range of EEO complaints processing.
Incumbent typical work assignments may include the following: Supports the EEOP Director through the oversight and accomplishment of team responsibilities and provides technical guidance to EEO Specialists covering the full spectrum of EEO Programs.
Performs comprehensive review of EEO counseling reports, settlement agreements, and reports of investigation for technical accuracy and compliance with applicable regulatory guidelines.
Participates in the planning and implementation of short- and long-range goals and objectives and in the evaluation of operating processes and procedures.
Provides advice and assistance to managers concerning EEO policies and practices.
Develops, plans, and coordinates administrative and program matters for the EEOP Director in her capacity as the Fourth Estate EEO liaison for the Defense Agencies.
