Job Description

Summary

This job involves leading a team as the foreman of the air conditioning shop while also working as an engineering technician to maintain, repair, and support HVAC systems across a large veterans' medical center in Florida.

The role requires overseeing daily operations, managing contracts for cooling and ventilation equipment, and ensuring everything runs safely and efficiently in a 2-million-square-foot facility.

Full Job Description

Incumbent serves in a dual capacity as AC Shop Foreman and Engineering Technician.

Task's as Supervisor of the AC Shop include: maintenance, repair, and project support for all HVAC systems on a wide variety of building service equipment and systems located throughout the Medical Center which is comprised of more than 2 million square feet of building space on over 300 acres.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position has an Individual Occupational Requirement (IOR)-Engineering Technical Series 0802 Basic Requirement: Specialized Experience Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents.

Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes.

Instrument maker or model maker who performed design or development work on devices fabricated.

OR Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers.

Certification by the Institute will be helpful as a measure of the technician's quality of experience In addition to meeting the above IOR requirement, applicant must also meet the following grade requirement: You may qualify based on your experience as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Provide in-depth expertise in evaluating and developing specifications and designs pertaining to HVAC/chiller/computer control systems.

Provide technical and administrative advice and instructions to subordinates on maintenance, repair, and operation of HVAC and refrigeration components, complex system controls and the proper and safe use of power tools and equipment in difficult work operations.

Responsible for service and maintenance contracts for chillers(centrifugal and package), building energy management control systems (EMCS), and ventilation/exhaust systems (bio-fume and kitchen).

In depth knowledge of relevant codes and regulations (NEC, NFPA, applicable policies, etc.), shop and project operations and procedures, construction materials and practices and labor performances for determination of manpower, materials, equipment, tools and overall cost to accomplish work.

Ability to read blueprints, schematics and specifications and the ability to apply mathematical principles and formulas to engineering design and troubleshooting problems.

You will be rated on the following Competencies for this position: Leadership Mechanical Technical Competence Technical Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: Work may at times require prolonged strenuous activity such as lifting (up to 50 pounds), pulling, pushing, reaching overhead, stooping, twisting, and bending.

Major Duties:

Major duties include but not limited to: Manage projects and provide technical support to Shop Supervisors and Project Engineers.

Plan, coordinate, oversee and inspect contract service personnel while working on site. Instruct, direct, problem solve, coordinate and review work to ensure compliance with specifications/standards.

Develop specifications and/or salient characteristics for contracts, perform market research, independent cost estimates and participate in design and cost estimations in order to advertise for competitive bidding.

Provide a comprehensive range of engineering oversight for the efficient and effective operation of equipment and systems.

Technically and administratively responsible for control of all assigned projects and/or duties and for the quality and quantity of work performed.

Assist contractors in locating equipment/systems, electric systems, plumbing/piping systems, etc.

Ability to utilize CAD to produce and maintain as-built drawings, provide new sketches and design concepts for construction projects and other facility related projects.

Knowledge of the use and application of relevant safety practices, codes, regulations, standards and guidelines. Evaluate problems and implement corrective actions.

Perform budget execution work involving purchases, contract administration, monitoring obligations and expenditures of funds, and the administration and review of requests for funds.

Knowledge of the planning formulation process, capital investment planning principles and methods, and facility infrastructure, goals, objectives, and missions.
