The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Joint-Base Langley Eustis Readiness and Emergency Management Flight.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes s a wide range of Disaster Preparedness (DP) and emergency response principles, procedures, and regulations applicable to the full range of DP responsibilities on a military installation and the relationship of these responsibilities to local civil emergency programs; knowledge of natural disaster response procedures, training techniques, and the use of special training equipment.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of concepts, principles, theories and practices relating to Emergency Management programs.

Knowledge of the National Response Framework organization, National Incident Management System (NIMS), Incident Command System, Federal Emergency Management Agency (FMA), Defense Support to Civilian Authorities (DSCA), lines of authority, installation response roles and responsibilities, natural disaster response procedures, training techniques, and use of special equipment.

Skill and ability to develop installation EM Training programs, conduct training and testing of EM and HAZMAT programs.

Knowledge of the organization, program, mission, and functions of the Joint Base and MAJCOM to plan, schedule, supervise, and coordinate EM activities.

Knowledge of capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, and decontamination, and standard storage methods and hazardous material classifications.

2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize and direct the functions and staff of a medium to large sized organization. 4.

Ability to communicate effectively, both orally and in writing. 5.

Knowledge and skill in planning and executing mobility/Prime Beef programs; understanding of Readiness Reporting including Defense Readiness Reporting System (DRRS) and Status of Resources and Training (SORTS).

Other significant facts pertaining to this position are: 1\. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2\.

Must be able to obtain and maintain a Secret security clearance. 3\. May include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.

Employee is subject to 24-hour recall to perform emergency response duties. 4\. This is a Key Position and member cannot be recalled to military duty during emergency.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Duty 1: Plans, organizes, and directs the activities of the Joint Base Langley-Eustis Readiness and Emergency Management Flight, ensuring that the Emergency Management Program complies with legal and regulatory requirements and meets customer needs.

Duty 2: Exercises supervisory personnel Management responsibilities.

Duty 3: Represents Joint Base Langley-Eustis Readiness and Emergency Management Flight with a variety of installation and functional area organizations.

Duty 4: Manages the Emergency Management (EM) Program. Oversees Expeditionary Engineering Function. Duty 5.

Serves as the Emergency Operations Center (EOC) Manager and technical advisor to the Joint Base and Installation commander, providing sound technical advice on emergency management concepts and procedures for situations involving enemy attacks, natural disasters, accident response, and other emergencies or contingencies.
