This job involves leading a team of contract specialists in the Navy's supply command, overseeing the full process of government contracts from planning to completion, and ensuring everything follows federal rules.

Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST of NAVSUP FLC PEARL HARBOR.

In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following; Experience supporting the development/issue and implementation of acquisition policies and procedures/guidance for a federal agency, including responsibility for ensuring compliance with the Federal Acquisition Regulation (FAR), agency supplements, OMB directives, and statutory requirements; Experience providing leadership and strategic direction to a skilled acquisition workforce, that is responsible for the lifecycle of contract administration (pre award, award, post award, close out/termination).- Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types.

Serve as an advisor to senior management on acquisition issues, program goals, and objectives.

Represents the Command when working with both internal and external stakeholders on complex and sensitive contracting actions/talent management.

  • You will provide overall strategic direction, planning, and execution of management and administrative functions for the Contracting office.
  • You will lead acquisition projects and initiatives and engaging with Senior Executive-level customers to resolve complex procurement and business problems with potentially decades-long impact.
  • You will determine contracting support role in connection with establishment of programs or major projects and make decisions concerning changes in emphasis needed for programs.
  • You will provide planning management and administration of the contracts and contract administration, contract policy and administrative support groups regarding program directives, contractual activities and procurement policy interpretation.
  • You will oversee the work and assess the performance of all assigned employees.
