Full Job Description
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT (Code 400) of PSNS and IMF.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: as a professional Contract Specialist leading and performing pre-award and post-award functions for a variety of complex contractual actions to include conducting market research, developing solicitations, evaluating proposals, negotiating terms, and administering contracts and modifications to procure supplies or services for an organization; evaluating manpower and auditing contracting actions.

- You will be responsible for developing policies and procedures to protect the PSNS and IMF warrant authority for Naval Sea Systems Command and determine the effectiveness of those policies and procedures to ensure they are effective.
- You will ensure that the department’s administrative and functional procedures are consistent with the PSNS and IMF’s procedures.
- You will be responsible for supervising the Contracting Operations Division in support of the Contracting Departments mission as assigned by the Chief of the Contracting Office (CCO)/Department Head.
- You will serve in an advisory capacity providing direction, training, and guidance to the CCO, Division Heads/Deputy Chief of the Contracting Office (DCCO), Branch Heads and C400 employees.
- You will evaluate Code 400 holistically, audit contract files, evaluate manpower, and recommend strategic business solutions to the Code 400 Department Head, provides efficiencies and protects NAVSEA's warrant authority.
- You will recommend improvements and effective contracting solutions to the CCO/Department Head, DCCO/Division Heads, and execution Branch Heads, providing timely work products of a quality that meets the Shipyards Strategic Framework.
- You will award and administer cost and fixed price contracts for U.S. Navy ship conversion and repair and other contracts awarded or administered by PSNS and IMF, NWRMC.
- You will evaluate and analyze information provided by other departments and conduct organizational assessments to determine and recommend strategic direction for the department.
- You will supervise a varied group of employees such as, Supervisory Contract Specialist/Branch Heads, Property Administrators, Procurement and Price/Cost Analysts ranging from GS07 through GS13 who support contract operations and execution.
- You will exercise supervisory personnel management responsibilities and advise and provide counsel to employees regarding policies, procedures, and directives of management.
- You will select or recommend selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
- You will develop, modify, and/or interpret performance standards, explain performance expectations to employees and provide regular feedback on strengths and weaknesses.
- You will appraise subordinate workers performance ensuring consistency and equity in rating techniques and recommend awards when appropriate and approve within-grade increases.
- You will hear and resolve employee complaints and refer serious unresolved complaints to higher level management, initiate action to correct performance or conduct problems, and prepare documentation to support actions taken.
- You will effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters.
- You will encourage self-development and identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance.
- You will promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment and demonstrate sensitivity to ideas of subordinates.
- You will supervise and manage the Contracting Operations Division, Code 410 for PSNS and IMF, NWRMC, and collect, facilitate, prepare, and provide all associated data calls, document reviews, metric reports, and presentations.
- You will represent the Contracting Department, Code 400 at assigned meetings associated with this critical activity, monitor and report progress, and provide and facilitate data collection, reports, action items, and deliverables, in a timely manner.
- You will plan and provide direction for the accomplishment of work, develop overtime schedules, set immediate priorities, and prepare schedules for completion of work based on precedence, using selective consideration of the capabilities.
