Job Description

Summary

This job involves leading a team as a contract specialist for the Navy's supply command in Japan, where you'll plan, negotiate, and manage procurement contracts to support fleet operations.

It requires overseeing the full cycle of contracts from start to finish, ensuring they meet legal and mission needs.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in planning, negotiating, and managing procurement programs and contracting services
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions, including basic education requirements
  • Compliance with Title 10 requirements for contracting roles
  • As an Acquisition Workforce member, complete 80 hours of Continuous Learning Points (CLPs) every two years and maintain DAU certifications
  • Ability to conduct pre-award and post-award contract functions, including solicitations, evaluations, negotiations, and administration
  • For ICTAP/PPP applicants, provide required documentation and meet well-qualified criteria (score 85+)

Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVSUP FLC YOKO REG. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

Please see Additional Information section below.*** In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: planning, negotiating and managing a variety of procurement programs and contracting services to ensure that the fleet support mission is fully met.

Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.

Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.

Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.

Failure to meet these requirements could result in disciplinary action and/or removal from employment ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.

ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.

  • You will conduct contract pre-award and post award functions to include determining methods of procurement and contract type and obtaining appropriate approvals.
  • You will prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry.
  • You will evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.
  • You will perform cost and price analysis and negotiating a contract's terms and conditions.
  • You will administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations.
