Job Description

Summary

This job involves leading a team as a contract specialist for the Navy in Japan, handling everything from planning and negotiating contracts to managing them after they're signed, all to support major military operations.

It's a supervisory role that requires strong expertise in government procurement rules and dealing with complex deals.

A good fit would be someone with years of experience in federal contracting who thrives in a high-pressure environment and is ready for irregular hours overseas.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in contract management, including technical planning, project management, negotiation, and procurement administration
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions (basic education requirements plus experience)

  • Skills in post-award contract administration, including modifications, claims disputes, and terminations
  • Proficiency in cost/price analysis, negotiating terms, and applying laws, regulations, and policies to contracting issues
  • Willingness to work uncommon hours, including nights, weekends, holidays, and potential overtime in Japan (with limited medical/dental access)
  • Commitment to ethical standards, including review of 14 General Principles of Ethical Conduct

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the NAVSUP FLC YOKO REG. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

Please see Additional Information section below.*** In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Overtime or night differential pay and/or unusual duty hours may be required. Major Duties:

  • You will conduct contract pre-award and post award functions to include determining methods of procurement and contract type and obtaining appropriate approvals
  • You will prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry.
  • You will evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.
  • You will perform cost and price analysis and negotiating a contract's terms and conditions.
  • You will administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations.
  • You will interpret and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
