This job involves leading a team of contract specialists in the Army National Guard, overseeing the full process of government contracts from planning to completion, and ensuring everything follows federal rules.

This SUPERVISORY CONTRACT SPECIALIST is apart of the California NG supporting the Joint Force Headquarters (JFHQ) - United States Property and Fiscal Office (USPFO) Contracting Office and is part of the CA USPFO Army.
SUPERVISORY CONTRACT SPECIALIST, GS-1102-14: Must have at least one year of specialized experience, equivalent to at least the GS-13 level, or equivalent pay band in other pay systems in the Federal government.
This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.
Specialized experience may have been demonstrated by performing duties such as: analyzing, developing, and implementing acquisition policy and procedures to include the following: (1) Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions, (2) Providing Acquisition advice and internal review of contract strategies, plans, and techniques, (3) Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives.
MUST have obtained DAWIA Professional certification or equivalent Federal Acquisition Certification in Contracting (FAC-C). MUST upload certificate.

The primary purpose of the SUPERVISORY CONTRACT SPECIALIST, GS-1102-14, is to serve as a Chief of the Contracting Office (CoCOs) supporting the CA NG, providing professional acquisition and business advisor services.
Directly reports to the United States Property and Fiscal Officer.
Supervises and manages a geographically separated employees (T5, AGR, DSG/MDAY, and Technician) professional staff through subordinate staff supervisors.
Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities, prepares schedules for completion of work.
Directs work through the technical and administrative direction of others, subordinate supervisors and team leads.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Provides senior level operational contracting support advice and assistance..
Manages, leads, performs and directs all compliance, e-business, and integration actions for effective cradle-to-grave, pre-award and post-award contracting functions to include, market research, acquisition planning, synopsis, solicitation, evaluation, costs/price analysis using or developing formal analysis tools such as regression analysis, negotiation, select contract type, contract formation, contract administration, payments and financing, intellectual property, government furnished property, fraud and ethical considerations, changes, disputes and claims, Government Accountability Office (GAO) protests, Agency protests, inspection, acceptance, warranty, Small Business Administration socioeconomic requirements, Department of Labor requirements (e.g., payroll audits, on-site labor category compliance), environmental agencies, and complex terms and conditions.
Conveys contract guidance and advice through accurate interpretation of government contracting rules.
Advises mission partners on execution and priority of operational contract support and the overall priority and focus of key programs and projects.
Develops guidance for adoption/modification of proposed acquisition strategic planning.
Exercises delegated managerial authority to develop and implement operational contracting support program goals and objectives.
Determines the best approach to resolving staffing shortages; develops long-range staffing plans.
Makes changes in organizational structure and functional alignment while balancing workload among subordinate functions to increase efficiency.
Reviews, authors and edits submissions for changes in civilian position description and classification.
Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets.
Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters.
Finds ways to improve production or increase the quality of the work directed.
Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs.
Evaluates effectiveness of overall contracting processes related to management information controls and interfaces involved in the accomplishment of the acquisition program.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military.
In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
