Full Job Description

This position is part of the Defense Human Resources Activity.

The incumbent will be responsible for ensuring the application of DOD/DHRA policies, procedures, and practices concerning Equal Employment Opportunity complaint processing and Internal Controls for the organization.

Coordinates with DoD personnel at all levels in the EEO complaint process to identify barriers to efficient complaint processing.

You may qualify at the GS-15, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Applying mastery of EEO laws and regulations to provide authoritative advice on the complaint process, ensure DoD-wide policy compliance, and lead process improvement initiatives.

Exercising executive leadership as the deciding official on all personnel actions, developing long[1]range strategic plans, and briefing senior leaders on organizational performance.

Directing a directorate's internal operations and program sustainment, including recruitment, employee development, quality management, and the establishment of internal controls.

Utilizing strategic thinking to develop long-range plans, align directorate goals with agency objectives, and devise innovative solutions to eliminate systemic barriers.

Performing supervisory and management duties by directing work through subordinate supervisors, evaluating their performance, and resolving complex technical and personnel problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

As a SUPERVISORY COMPLAINTS OPERATIONS SPECIALIST at the GS-0301-15 some of your typical work assignments may include: Developing long range plans for IRD and assuring implementation, through subordinate Division Chiefs, of the goals and objectives for the respective functions.

Serving as a supervisor and manager of non-supervisory personnel in the Directorate.

While the IRD Director has direct oversight of the external operations and Components, the Deputy Director focuses on internal operations and overall program sustainment, such as recruitment, training/employee development, quality management, and intake services.

The Deputy Director works closely with the IRD Director in the development of the organization's primary goals and objectives.

The position is accountable and responsible for ensuring the application of DoW policies, procedures, and practices concerning Equal Employment Opportunity investigative/complaint processing and Internal Controls for the organization.

Coordinating with DoD personnel at all levels in the EEO investigative/complaint process to identify barriers to efficient complaint processing.

Ensuring directorate participation in DoD initiatives designed to improve the EEO investigative complaint process.

Providing authoritative advice and assistance to DoD personnel on the investigation process and compliance with statutory/regulatory requirements.

Participating in and coordinating special projects initiated by the higher echelons and represents IRD on special committees and workgroups with other DoD agencies.

Presenting briefings concerning organization status, functions, and performance evaluations to senior leaders and higher echelons. Providing authoritative advice and assistance on appellate matters.

In conjunction with the IRD Director, making binding commitments regarding IRD mission.

Improving DoD EEO case management processes, investigations of complaints of discrimination, appeals, preparation of reports of investigations, recommendations to DoD on personnel policies, liaison, and communications with DoD components, and other Federal agencies
