Job Description

Summary

This job involves leading a team in a military support unit, where you'll handle budgeting tasks like planning, tracking, and analyzing funds for programs and operations.

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 374th CES Resources Section.

Performs a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes performing work directed is administrative, technical, complex clerical or comparable in nature and has limited geographic coverage.

The services provided directly impact other functions and activities throughout the organization.

OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations.

And knowledge of automated data processing software programs used to accomplish budget/funding tasks. 2.

Knowledge of personnel management policies, practices and procedures, including the ability to adjust work operations to meet emergencies, the ability to change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work.

3. Knowledge of safety and security regulations, practices, and procedures.

And skill in gathering, assembling, and analyzing source of factual information, such as found in accounting reports, payroll records, work reports, or inventory and supply data. 4.

Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. 5.

Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.

And ability to communicate effectively, both orally and in writing, to justify defend, present, and/or advise on budgetary processes/actions. 6.

Ability to plan, organize, and direct the functions and staff of a medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- Plans, organizes, and directs the activities of the Resources Section, ensuring that financial activities comply with legal and regulatory requirements and meets customer needs - Exercises supervisory personnel management responsibilities - Represents 374th Civil Engineer Squadron and the Resources Section with a variety of installation and functional area organizations - Performs budget formulation work involving review and preparation of budget estimates and financial plans - Provides advices, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.

And uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments
