Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading a team to manage and analyze budgets for the Department of Housing and Urban Development, including advising on funding requests to Congress and overseeing the entire budget process from planning to execution.
It requires working closely with high-level officials and stakeholders on sensitive financial matters to ensure responsible use of public funds.
A good fit would be someone with extensive experience in government budgeting, strong leadership skills, and the ability to communicate complex financial ideas clearly.
This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer. Washington D.C.
is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia.
Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized Experience for this position includes: - Providing advice and analysis on agency appropriation documents; AND - Experience working as a liaison on appropriations issues and tracking appropriations activity; AND - Providing leadership to a staff or team in the development of policies, processes, systems, and procedures of the various budget cycle; AND - Preparing, facilitating and presenting highly sensitive program and policy issues to senior officials, staff and stakeholders.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.

The Office of the Chief Financial Officer (OCFO) provides leadership in instituting financial integrity, fiscal responsibility, and accountability throughout the Department of Housing and Urban Development.
The mission of the OCFO is to lead the Department's Headquarters and Field Office officials toward the understanding and practice of sound financial management in program development and operations, and in the stewardship of public resources.
The Chief Financial Officer (CFO) heads the Office. The CFO reports directly to and advises the Secretary on all aspects of financial management, including accounting and budgetary matters.
The OCFO: (a) ensures the Department establishes and meets financial management goals and objectives; (b) ensures that the Department is in compliance with financial management legislation and directives; (c) analyzes budgetary implications of policy and legislative proposals, and (d) provides technical oversight with respect to all budget activities throughout the Department.
As a Supervisory Budget Analyst, you will: Maintain independent personal contact on a continuing basis with Congress as well as budget and administrative specialist in the 0MB.
Receive assignments directly from the Assistant CFO (ACFO) for Budget, the Deputy ACFO for Budget or from the Chief Financial Officer.
Establish guidelines for and directs the analysis of requests from Congress, operation officials and OMB, in connection with annual preliminary or review of estimates, budget justifications, supplements and deficiency estimates and analyses, and operating budget determination.
Identify policy or procedural problems that may exist in estimates; formulates recommendations for management decision, directs the implementation of decisions; directs the preparation of coordinated and coherent budget presentations.
