Full Job Description

Organizational Location: This position is with the Department of Homeland Security, U.S.

Customs and Border Protection, Office of Field Operations, Office of the Executive Assistant Commissioner, Budget Division.

Experience: You qualify for the GS-15 grade level if you possess 1 (one) year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting all aspects of the federal budgeting process; including programming, formulation, execution, and reporting Ensuring adherence to financial processes and procedures, including high level oversight, administration, analysis, and stakeholder awareness Serving as a financial expert and managing an Enterprise-Level financial portfolio Providing analysis and recommendations on financial policy development, and leading financial projects, initiatives, or studies to advance a component's operations and programs Overseeing alternative sources of funding such as user fees and reimbursable accounts NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

Background Investigation: U.S.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

Major Duties:

This position is located in the Department of Homeland Security, U.S. Customs and Border Protection, Office of Field of Operations (OFO), Immediate Office of the Executive Assistant Commissioner (EAC).

The appointee serves as the Deputy Director of the Budget Division performing budget functions and overseeing the day-to-day operations of the Budget Division.

Responsibilities include supporting the Budget Director, OFO, in providing oversight and direction of a multi-million dollar budget.

This position starts at a salary of $147,945.00 (GS-15, Step 1) to $192,331.00 (GS-15, Step 10).

The Deputy Director of the Budget Division oversees all budget functions across OFO and subordinate staff, which are responsible for a variety of budget programs throughout the budget cycle.

The Deputy Director assists the Director in contributing to the accomplishment of DHS, CBP and OFO strategic priorities, goals and objectives through timely and effective planning, implementation, decision-making, evaluation and accountability.

The position will be: Working in conjunction with the Budget Director, OFO, to oversee all budget functions across OFO and subordinate staff, which are responsible for a variety of budget programs throughout the budget cycle.

Accepting responsibility for the formulation and execution of OFO's multi-year budget in accordance with CBP's Programming, Planning, Budgeting, and Accountability resource management model while ensuring adherence to financial processes and procedures, including high level oversight, administration, and analysis of various OFO programs.

Assisting the Director in contributing to the accomplishment of DHS, CBP, and OFO strategic priorities, goals, and objectives through timely and effective planning, implementation, decision-making, evaluation, and accountability.

Managing high level functions related to budget formulation and execution to include development of multi-year budgets, the Resource Allocation Plan, Line of Business briefings, Office of Management and Budget justification documents, the President's budget, Questions for the Record, issue papers, Unfunded Requests, as well as the Requirements and Procurement Plan Build.

Administering the budget to enable organizational components to access and utilize financial resources quickly and effectively.
