Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S.

Border Patrol Headquarters, Mission Support Directorate, Structure Development and Staffing. Location is negotiable after selection.

You must choose one of the following locations: Bloomington, MN Washington, DC This announcement will be open for 5 business days OR until the first 50 applications have been received, whichever happens first.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, leading, and completing complex workforce management projects (e.g., staffing studies, TO realignments, or position description (PD) standardization initiatives) that impact multiple offices or field locations; Evaluating the effectiveness of existing organizational structures, processes, and staffing levels and recommending changes to improve mission execution, efficiency, or alignment with higher-level guidance; Supervising or providing day-to-day direction to staff engaged in workforce management, staffing analysis, manpower programming, or position management activities; Assigning work, setting priorities, and reviewing completed products for a team responsible for TO maintenance, workforce analysis, or related management/program analysis functions; Providing advisory services to executives, managers, and supervisors on workforce planning, staffing, and organizational change, including explaining options, tradeoffs, and associated risks.

Background Investigation: U.S.

In this position, you will lead a branch within Workforce Management, oversee key programs, analyses, and policy development, and supervise staff to ensure effective delivery of workforce management services.

You will guide the planning, implementation, and refinement of processes and systems that support organizational effectiveness and resource alignment.

Your work directly enables the United States Border Patrol to maintain the right staffing, structure, and capabilities to accomplish its mission.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). Salary: Salary listed reflects the Rest of U.S.

(RUS) scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

As a Supervisory Management and Program Analyst, you will be responsible for leading a branch, overseeing key workforce management programs and analyses, developing and implementing policies and systems, and supervising staff to ensure effective and efficient mission support.

Typical duties will include: Directing, implementing, coordinating, and overseeing a branch within WFM and overseeing various functions and administrative program segments.

Planning, conducting, and managing special studies on task forces, personally and through team members, and providing expert advice and assistance to executive managers, supervisors, and other USBP staff.

Developing and evaluating policies in the assigned program areas to include Border Patrol Enforcement Tracking System (BPETS), Table of Organization (TO), and coordinating the development of position descriptions (PDs) with the Office of Human Resource Management (HRM).

Providing technical assistance and directing support to management and USBP staff in all matters relating to the application of the TO system and the coordination of PD development to meet mission requirements.

Overseeing work completed by subordinates within the branch while establishing short-term priorities and formulating the work schedules of their subordinates in a manner that promotes a smooth flow and even distribution.
