SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.
This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).
Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level: Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 pay band or GS-12 grade level in the Federal service.
Specialized experience MUST include all of the following: Providing guidance and assistance in expenditure of budgetary resources; Examining and analyzing budgetary and financial transactions and accounts to ensure accuracy, and compliance with regulatory requirements; and Applying budgetary rules, regulations, principles, and procedures.
Major Duties:
As a Supervisory Budget Analyst, you will perform the following duties: Provide oversight of Monthly Variance Reporting, Monthly Execution, and Monthly Deputy Under Secretary Reporting.
Lead Status Reviews with Oceanic and Atmospheric Research (OAR), Chief Financial Officer (CFO) and Financial Data Calls.
Advise program officials and budget staff of the necessity for and type of budgetary action to be implemented to meet needs.
Balance technical financial responsibilities with strategic organizational leadership.
Formulate and lead the execution of the Line Office Budget Spend Plan, OAR Line Office Overhead Development and Analysis.
Demonstrate proficiency and willingness to learn new financial systems, experience with Business Applications Solution (BAS) and Financial Management Data System (FMDS).
Perform and advise on work in a phase or system of budget administration.
Utilize mastery level knowledge of budget principles, laws, and procedures in managing multiple assignments and conflicting priorities while maintaining effective customer service and meeting various deadlines to deliver high-quality outcomes in a timely manner.
Provide process improvement and automation to include leveraging technology to improve budget visibility and execution efficiency. Perform the full range of supervisory functions.
Plan and distribute work to be accomplished by subordinates, set and adjust short and long term priorities, and preparing schedules for the completion of work.
Determine ways to improve production and increase the quality of the work, develop performance standards, evaluate the work performance of subordinates and give advice, counsel, or instruction to employees on both work and administrative matters.
