Job Description

Summary

This job involves leading a team to gather, analyze, and share up-to-date market information on livestock, meat, and grain to help farmers and businesses make better decisions.

Full Job Description

The purpose of this position is the collection, compilation, and dissemination of market news for providing the livestock, poultry, and grain industry with current market information essential to efficient marketing and production.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Reviews and/or evaluates program operations to determine their effectiveness or deficiencies and recommends methods of performance to determine desirable changes.

Directs and/or coordinates within assigned area, the collection of information from the trade pertaining to supply, demand, prices, trends, and other market information pertaining to livestock and meat.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Advise on the formulation of operational policy in the administration of a nationwide market news reporting service on livestock, meat and grain.
  • Develop long range and current proposals involving policies, procedures, and methods governing the administration of these market news functions.
  • Establish plans to improve reporting practices and the general usefulness of market news services for reporting in the area.
  • Review and evaluate program operations to determine their effectiveness or deficiencies.
  • Direct and coordinate the collection of information from the trade pertaining to supply, demand, prices, trends, and other market information pertaining to livestock and meat.
  • Represents the Market News Division in maintaining and developing working relationships with Federal and State agencies, producers, marketing and consumer groups.
