Full Job Description

The purpose of this position is to furnish the livestock and meat industry, producers, buyers, sellers, and other interested members of the trade, as well as the consuming public, with a wide range of timely, accurate, and impartial information on supply, demand, movement, distribution, price and price trends, and other related economic factors.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Reviews and/or evaluates program operations to determine their effectiveness or deficiencies and recommends methods of performance to determine desirable changes.

Directs and/or coordinates within assigned area, the collection of information from the trade pertaining to supply, demand, prices, trends, and other market information.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • The duties may include, but are not limited to:
  • Advises on the formulation of operational policy in the administration of a nationwide market news reporting service on livestock, meat and grain.
  • Formulating proposals for the adoption or modification of policies and programs in the area to improve reporting practices.
  • Responsible for uniform interpretation and application of grade standards and terminology between offices to ensure uniformity on a national basis as it relates to market news reporting.
  • Directs and coordinates within assigned area, the collection of information from the trade pertaining to supply, demand, prices, trends, and other market information pertaining to livestock and meat.
  • Represents the Market News Division in maintaining and developing working relationships with Federal and State agencies, producers, marketing and consumer groups, etc.
  • Responsible for the work of the officers in charge at the field offices within the assigned area to assure that the work is properly coordinated.
