You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing or implementing, administrative management programs for an organization; managing workforce planning or management programs including recruitment, position classification, performance management, or training; analyzing or evaluating the effectiveness of administrative or workforce management programs; providing guidance on laws, regulations, or policies governing administrative or workforce management programs; coordinating administrative or workforce management programs with management officials, customers, or other organizations; and providing leadership or direction to other staff.

Advises senior program directors on workforce issues in the areas of planning, recruitment, position classification, performance management, training, and program evaluation including the areas of training and program evaluation.

Develops strategic plans and initiatives to ensure the HR program is positioned to facilitate organizational changes and anticipate and meet resultant requirements.

Evaluates effectiveness of existing workforce and HR procedures and implements change to support customers' HR needs.

Ensures that the training and development needs of the assigned organizations are met.

Oversees the establishment and maintenance of a work environment that promotes professional growth and development of all staff members.

Analyzes organizational priorities and provides a wide range of liaison services to support administrative aspects for a significant agency component.

Identifies problems requiring changes in current practices. Identifies problem areas, analyzes situations, recommends viable solutions and prepares reports as required.

Serves as supervisor over assigned staff within the ARC and performs the full range of typical supervisory responsibilities over the subordinate staff.
