Base salary range: $62,107 - $80,737

This job involves overseeing the day-to-day administrative tasks for the radiology department at a VA hospital in Durham, North Carolina, including managing budgets, coordinating operations, and ensuring compliance with rules.
It's a supervisory role where you'll support the department head by handling planning, reports, and contracts.

The incumbent serves as the Administrative Officer for Radiology Service, at the Durham VA Healthcare System and as such directs and coordinates the administrative, operational, and planning activities within this service/s with final authority resting with the Chief.
Coordinates activities, performs analytical trending and evaluative work associated with service departments.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Developing status reports or response materials; Providing budget formulation, justification and execution, financial management and financial reporting; Preparing procurement requests, evaluating proposals for work, and maintain procurement and contracting records; Drafting and/or reviewing all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements; and Interpreting a wide range of range of administrative laws, policies, regulations, and precedents applicable to the administration of multi-disciplined programs.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.
If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (UNOFFICIAL TRANSCRIPT REQUIRED) .
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have a combination of successfully completed graduate education and experience may be used to meet total qualification requirements for the grade levels specified above.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Major Duties:
Major duties may include but are not limited to: Directs the personnel management program for the service, performing or overseeing the full range of human resources requirement.
Provides personnel management and administration for Diagnostic Service with varied functions and activities with new and changing requirements.
Assists the service chief in directing the personnel management program for the service, including matters involving recruitment, promotions, awards, position classification training, and disciplinary actions.
Provides expert advice to supervisors on service human resources needs. Provides for the budgeting and financial management for the service.
Exercises responsibility for budget formulation, presentation and execution.
Maintains awareness of and information about the overall status of financial resources for the service in order to react to changing situations with timely recommendations.
Oversees procurement and contracting for the Diagnostic Service. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements.
Serves as the principal advisor to the service chief on all administrative management matters associated programs and operation.
