Job Description

Summary

This job involves leading and overseeing the planning, development, and execution of procurement programs for the Department of Housing and Urban Development, ensuring that contracts and purchases align with the agency's goals to support affordable housing and community development.

Full Job Description

This position is located in the Department of Housing and Urban Development, Office of the Chief Procurement Officer. Washington D.C.

is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia.

Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized Experience for this position includes: -Drafting and implementing acquisition policies, regulations, and plans: AND -Coordinating with internal stakeholders and managers in overseeing acquisition-related programs and activities: AND -Providing oversight and facilitating a team to complete projects that meet the short-term and long-term strategic needs of an organization.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.

This position is located in the Office of the Chief Procurement Officer (OCPO).

The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives.

OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians).

OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services As a Supervisory Acquisitions Program Manager, you will: -Oversee the planning, development, implementation, and administration of the pre-award aspects of the Department of Housing and Urban Development (HUD)'s acquisition programs and procurement policies and ensures the application of procurement regulations and contract principles in negotiations toward the award of contract instruments.

-Conduct a wide range of complex tasks relative to developing, modifying, and providing input to short and long-term acquisition program goals.

-Work closely with HUDs program and project managers and functions as an expert technical authority and consultant in evaluating the effective use of contracted products and services to accomplish program mission requirements.

-Represent the Chief Procurement Officer, Deputy Chief Procurement Officer, and Director of the Acquisition Support Unit with key Departmental officials on many issues including contract development, task orders, procurement actions, personnel management, and budget matters related to OCPO's program initiatives.
