Summary

Key Requirements

  • One year of specialized experience equivalent to GS-06 for GS-07 or GS-07 for GS-08, including maintaining ledgers, posting transactions, reconciling accounts, or handling cash and disbursements
  • Time-in-grade: 52 weeks at GS-06 or higher for GS-07, or GS-07 or higher for GS-08, within 30 days of announcement closing
  • Experience overseeing technical accounting work in compliance with policies, regulations, and directives
  • Ability to interpret and apply financial regulations, including updates to automated systems
  • Skills in reviewing documents for accuracy, legality, and propriety of transactions

Full Job Description

This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06 for the GS-07 or GS-07 for the GS-08 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience for the GS-07 position is defined as: maintaining accounting or financial ledgers, posting transactions, handling collections, preparing accounting reports, reconciling accounts, or operating various automated accounting and financial systems.

Specialized experience for the GS-08 position is defined as: receiving, controlling, safeguarding, and accounting for cash, negotiable instruments, or US Treasury checks; or verifying documentation prior to fund disbursement; or utilizing electronic systems to review and resolve disbursing-related pay transaction issues.

Time-in-Grade for GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service.

Time-in-Grade for GS-08: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Duties described below reflect the full performance level GS-08. Duties assigned to an entry grade of GS-07 will be developmental in nature.
  • Oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements.
  • Interprets regulations, requirements, and policies, including changes, updates, and automated systems modifications, to ensure compliance.
  • Recognizes when changes are required using information resulting from customer comments or surveys to create positive, continuous improvements.
  • Explores ways to improve/streamline production through procedural changes or efficiency reviews.
  • Ensures accuracy, propriety and legality of accounting transactions through extensive review of documents.
