This is a Washington National Guard Title 5 Excepted Service Technician position: SUPERVISORY ACCOUNTANT Location: Washington United States Property and Fiscal Office CAMP MURRAY, Washington 98430 Army National Guard Units Appointment Type: Permanent, excepted service Advertised as: Title 5 May be used to fill one or more vacancies.

SPECIALIZED EXPERIENCE: Must have at least 48 months experience.

Must have 1-year equivalent specialized experience to at least the next lower grade level (GS9) before being eligible for the next grade level.

Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the accountant occupational series and grade.

Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.

The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Major Duties:

A GS-0510-11, SUPERVISORY ACCOUNTANT: Serves as the technical expert for governmental accounting principles, policy, concepts, and management.

Advises and trains program managers and staff regarding changing accounting operations. Creates reports to satisfy management information requirements.

Implements new account structures and procedures to comply with regulatory or legislative changes.

Analyzes accounting documents, records, reports, and processes to ensure conformance with governmental accounting principles, operating procedures, and regulations; in a constantly changing environment.

Produces accounting information such as financial statements, reports, and other information for state, National Guard Bureau (NG), and the Defense Finance and Accounting Service (DFAS) managers.

Identifies trends, abnormalities, and deviations from standards or plans. Prepares impact statements to determine the effect of proposed financial changes on program management.

Reviews new and revised process for the impact on the accounting system and advise management on compliance and effect of the changes. Analyzes accounting systems.

Develops and implements on-site adaptations to the accounting system to allow more effective interface with other automated systems.

Analyzes new and modified interface systems for impact upon the accounting system and data. Reviews accounting and feeder system performance and recommends changes to NGB and DFAS.

Provides USPFO, NGB, DFAS, Department of the Treasury and senior level management with accurate and timely financial data tailored to meet program and information requirements concerned with force structure, mission, and troop strength.

Ensures financial data meets DFAS and Treasury requirements for inclusion in departmental and treasury reports.

Designs database queries written for a variety of software applications and automated systems (i.e., Standard Query Language). Exercises supervisory personnel management responsibilities.

Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives.

Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.

Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques.

Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems.

Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken.

Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development.

Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.

Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.

Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.

Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.

Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
