The incumbent serves as the IFAMS Supervisory Accountant for the Accounting Systems Oversight Section within the Accounting Systems Oversight Division.
The position is in the IFAMS Service (IS) at the Financial Service Center (FSC) in Austin, Texas.

You may qualify based on your experience and education as described below: Individual Occupational Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.
Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as: Independently validating and analyzing accounting data (such as general ledger accounts, accounting transactions, and trial balances and other financial statements), reconciling accounts and interpreting and preparing financial reports; Reviewing budget authority and understanding general ledger impacts; Training or leading others including leading or supporting the design, implementation, or improvement of automated accounting systems; Developing solutions to complex or unprecedented financial issues; and Providing guidance or direction to staff or stakeholders, including assigning and/or reviewing work and leading projects.

To be qualified for this vacancy, you must submit appropriate documentation (a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting current position, grade level, and duty location) and meet the well-qualified criteria below: Leads and directs the resolution of highly complex, cross-functional accounting systems issues (e.g., IFAMS or equivalent), including developing new accounting approaches or policies where no precedent exists, and advising senior leadership on enterprise-wide financial impacts.
Independently evaluates and integrates financial data across multiple systems (general ledger, subsidiary systems, interfaces), resolving systemic reconciliation issues and ensuring data integrity for agency-level financial reporting and decision-making.
Provides authoritative guidance on the interpretation and implementation of new or changing legislation, OMB/Treasury/GAO requirements, and agency policies, including assessing program-wide impacts on financial operations and reporting.
Oversees the design, modification, or implementation of automated accounting systems, ensuring proper system integration, internal controls, and compliance, while coordinating with IT, program offices, and external stakeholders at a national or enterprise level.
Supervises and develops professional staff, setting priorities, assigning complex work, evaluating performance, and resolving personnel or program issues, while ensuring alignment with organizational goals and improving operational efficiency.
Leads high-level stakeholder engagements, including presenting and defending financial analyses, negotiating solutions to controversial issues, and influencing senior officials across organizational boundaries to gain consensus on accounting or systems related decisions.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Austin, TX.
This includes all locations that fall within a 50 mile driving distance from 8000 Metropolis Drive, Building B, Austin, TX 78744. Major Duties:

Provides analysis and advice in the design, adaptation, or installation of automated accounting systems. Provides assistance and consultation on financial matters, issues and data.
Supervises a staff of employees to accomplish the work of the organization. Work Schedule: Mon - Fri 8:00 am - 4:30 pm Compressed/Flexible: Available with supervisory approval.
