Full Job Description

King County Superior Court is seeking qualified applicants for a full-time Supervisor in Family Court Operations' Family and Juvenile Court Improvement Plan (FJCIP).

The responsibilities of this position include administering the Family and Juvenile Court Improvement Grant as well as overseeing the management and operation of dependency court calendars, including scheduling, staffing, and the supervision and training of dependency coordinator staff. The role contributes to developing and implementing policies and procedures, manages special projects, and requires independent work involving discretion, confidentiality, and accountability. The position also performs moderately complex analytical and research tasks and provides project and program management support.

Work location: This position is primarily located at the Patricia Clark Children and Family Justice Center in Seattle. The incumbent may also be required to work at other Superior Court locations.

Work schedule: This is a full-time position. The Court's business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Work hours for this position may vary, including early mornings, evenings and weekends as needed. This position is exempt from the overtime provisions of the Fair Labor Standards Act and is not overtime eligible.

This position is eligible for a hybrid work schedule, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees must reside in Washington State and within a reasonable distance to their King County Superior Court worksite to respond to workplace reporting requirements. Employees will be provided with a Court-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

The following is intended to be a summary of the job functions for this position and does not reflect every task encountered to achieve these functions.

Ensure compliance with statutory and grant requirements of the Family and Juvenile Court Improvement Plan (FJCIP) including maintaining current records related to judicial education requirements, and coordinate training for judicial officers.

Develop and implement policy and procedures approved by the Court relating to the program, budget development, fiscal control, case-flow management, oversight of the program, contracts and other responsibilities identified by the Judges.

Plan and manage projects related to the program including improvement of case management involving juvenile and family court cases with special emphasis on improving permanency planning for children involved in dependency proceedings.

Build partnerships, facilitate regular review of court process, and identify and provide cross-system training opportunities related to the program. Prepare training materials.

Develop case screening criteria and case management objectives; develop, implement and monitor case planning/settlement conferences; coordinate with other agencies and service providers to monitor compliance with court-ordered services, evaluations and referrals; report on the status of these services.

Responsible for the database administration of a proprietary case management system and creating business rules for program-specific enhancements.

Manage daily operations and staffing for dependency coordinators. Plan, assign, prioritize, and direct work; resolve workload and scheduling issues, and support staff with complex assignments.

Oversee case flow for the assigned area. Develop and maintain data systems to track clients, demographics, and services. Produce monthly, ad-hoc, and routine statistical reports; analyze trends; and create graphical data presentations.

Recruit, select, supervise, train, and evaluate dependency coordinators ensuring accuracy and quality of work. Conduct performance evaluations, implement corrective action when needed, and train staff on policies, procedures, and software. Prepare training materials and communicate updates to processes and applications.

Manage court-related projects involving process improvement, case flow, trial management, and technology. Projects may include cross-department collaboration, public outreach, education, and operational enhancements.

Participate in developing and implementing procedures for assigned division. Assist in reviewing division operations and records-retention procedures.

Oversee the maintenance, archiving, release, and destruction of vital records, exhibits, and files in accordance with established policies and guidelines.

Respond to inquiries, concerns, and complaints from internal and external customers. May conduct public outreach, provide training to other agencies and the public, and serve on assigned committees.

Perform other duties of a similar nature and level.

Qualifications

A bachelor's degree in social work, business or public administration or a related field, two years supervisory experience, and two years of professional experience in court administration, social services, or program development in these or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential job duties listed in job duties section.

Knowledge of court rules, policies and procedures pertaining to the operation of courts with a preferred emphasis in family and juvenile court, specifically matters related to Titles 11 and 13; confidentiality laws; basic research techniques; program coordination and development. Knowledge of the dynamics and issues in court cases involving children and families. Skill in developing new systems and managing multiple tasks with competing priorities. Practical knowledge of principles of supervision and administration. Excellent communication and interpersonal skills are required. Must be able to interact effectively with a wide range of people in a professional manner.
